This is an office of the U.S. Department of State. There are U.S. Embassies or Consular offices in most countries of the world. Among other things these offices are responsible for issuing U.S. visas to foreign nationals. Once the NVC processes your petition it will be forwarded to the appropriate U.S. Embassy or Consular office abroad. You fiancé will go through an interview here and obtain his visa.
